Local Entity

Complaint against PayPal local entities. PayPal is registered as a local payment company in a number of countries, and in those countries a different route applies.

## PayPal local entities: how to recover money

PayPal is registered as a local payment company in all of the following countries:

- Canada
- Brazil
- Mexico
- Australia
- Hong Kong
- India
- Thailand
- Russia

In this case you can complain to your country’s central bank or monetary authority, or file a case in the local court. This is usually simpler than approaching one of the three main entities, because the local regulator supervises the local company directly.

## What are the PayPal AUP?

AUP is the PayPal Acceptable Use Policy: the rules that state what you are allowed to buy and sell. PayPal is allowed to change them at any time.

The PayPal User Agreement provides for liquidated damages of $2,500 US dollars per violation, which may be debited directly from the account.
